NHL Trade Rumor: Eastern conference team to offer Mitch Marner offer sheet

According to TVA Sports' Renaud Lavoie, there is currently only one singular team that would be willing to give Mitch Marner an offer sheet.

Only one team has been named as a team willing to give an offer sheet to restricted free agent Mitch Marner according to Renaud Lavoie. That team being the Carolina Hurricanes.
The only place that would give an offer sheet is Carolina. A place where the Hurricanes owner [Tom Dundon] doesn't really care at all, Lavoie stated on the TV show Les Partants. I could see him impose that kind of thing to his general manager. But he is the only cowboy ready to do so.
Lavoie also reminded us that the last general manager to offer sheet a player regretted it in the end. In July 2012, Paul Holmgren gave defenceman an offer sheet worth $110 over 14 years, but the Predators would later match it.
No general manager would take his calls after that stunt, Lavoie stated. For the well being of the Flyers, he resigned.
Holmgren admitted that his relationship with fellow colleagues and other general managers changed. He later gave his position to Ron Hextall in May of 2014 and returned to being president of the franchise.

This would be quite the ballsy move, what are your thoughts?
